After over 180 African refugees died when their boat sank off the Italian island of Lampedusa last week, Europe is debating its asylum policy with renewed vigor. Politicians are calling for the EU to distribute the burden more fairly.
She was already lying on the jetty on Lampedusa, seemingly lifeless among dozens of corpses. But then someone noticed she was still breathing. Instead of being placed in a zinc coffin like so many others, she was quickly airlifted by helicopter to a hospital in Palermo.

It is still unclear whether the unidentified woman from Eritrea, who is about 20, can be saved. If she is, she will be one of about 150 survivors of a tragedy that unfolded at approximately 4 a.m. last Thursday near Isola dei Conigli, or Rabbit Island, off the coast of Lampedusa when a ship that had sailed from the Libyan city of Misrata with about 500 refugees on board caught fire and sank. At least 181 lost their lives within sight of Italy, which they viewed as a promised land. More than 100 are still believed missing, as divers and the Italian coast guard battle high seas and strong winds in their recovery efforts.In tourism brochures, the tiny Mediterranean island, an EU outpost off the coast of Tunisia, highlights its "snow-white beaches, unspoiled nature and the crystal-clear sea filled with life." But its advertising campaigns are aimed primarily at visitors who arrive at the island's airport, spend a few days relaxing on the beach and then return home.
But since Lampedusa is easier to reach from Africa than the rest of Europe, refugees have become stranded -- or have drowned -- in the waters off the island for years. Even during last week's disastrous night, another boat landed on the island, this one carrying 463 mostly Syrian refugees. The human traffickers often destroy their ships' engines before reaching the coast. This makes them incapable of maneuvering the vessels, so that they are officially considered in distress and must be towed into port.
Authorities are questioning a 35-year-old Tunisian, who was arrested as the ship's presumed captain, over what actually happened on board on Thursday morning, why a fire broke out and why the ship sank. The man had landed illegally on Lampedusa once before, on April 11 of this year, but was then sent back to Tunisia.
Calls to Reform the Dublin Regulation
Even before all the bodies had been recovered from the ship's hull late last week, mourners, admonishers and agitators were making their voices heard. Italian Interior Minister and Deputy Prime Minister Angelino Alfano, who helped draft an Italian-Libyan treaty allowing for patrols and measures to repatriate refugees at sea, began expressing his demands while visiting Lampedusa.
Standing among the bodies of refugees, Alfano said he hoped that "divine providence has led to this tragedy so that Europe will open its eyes." He also called for urgent changes to the Dublin Regulation. According to Alfano, the convention demands "much too much" from those Mediterranean countries where refugees first set foot on European soil.
Martin Schulz, president of the European Parliament, is also calling for a wider distribution of the burden, and characterized the refugee issue as a "problem for all EU member states." Schulz argued that Italy should not be left alone with the task of coping with the massive influx of people from Africa and Asia.
The undiminished rush on the old continent is "not a question that has to be discussed by committees in Brussels. It is a question of solidarity within the Member States of the EU," Schulz wrote in a press release published Thursday. He also characterized the way the EU is debating the issue as "horrifying."
The EU amended the controversial 2003 Dublin Regulation in June, making it so that any refugee who reaches Europe can only apply for asylum in the EU country he or she enters first. The rule benefits Germany most of all because it is almost completely surrounded by other EU countries, making legal entry all but impossible for refugees. As a result, the world's fourth-largest economy ranks only 11th in Europe when it comes to the number of asylum seekers it accepts in proportion to its population.
People from the world's crisis areas are converging on the EU's external borders, with primarily Africans heading for Italy, Chechens for Poland, and Syrians, Iranians and Iraqis for Greece. In Germany, on the other hand, the prevailing view is that refugees are someone else's problem.
'Serious Human Rights Problems'
The Dublin system was designed to force countries in Southern and Eastern Europe to effectively patrol their borders. In recent years, the EU has invested millions to prevent unwanted immigration. The measures have included deploying police units to the external borders, building fences and using satellite technology to monitor refugee routes.
But this hasn't deterred the refugees. Thousands die en route, while those who make it and seek asylum are imposing a growing burden on the increasingly overwhelmed countries along the EU's external borders. In Italy, more than one in three refugees is granted permission to stay, or more than in most other EU countries. But only a few of the immigrants find work and a place to say, while many others live on the street or in parks, where they lack medical care.
The Italian protection program SPRAR offers asylum seekers and refugees accommodations, language courses and counseling. But SPRAR can only accommodate 3,000 people, compared with an estimated 75,000 potential applicants. Nils Muiznieks, the Council of Europe's human rights commissioner, has called the conditions "shocking" and notes that the "almost complete absence" of an asylum system in Italy has led to a "serious human rights problem."
Asylum systems in other countries along the EU external border are also failing -- if they exist at all. The Polish asylum process, for example, violates the guidelines of the United Nations High Commissioner for Refugees, the Belgium Refugee Council wrote in a critical report. Families are sometimes separated and traumatized refugees left alone.
Refugees in Hungary have reportedly been locked into detention centers and in some cases even abused with clubs or irritant gases. Pregnant women have been kept in prison until their delivery dates. Such treatment has repeatedly led to hunger strikes in the past. In Greece, hundreds of refugees have been routinely abused in camps, in incidents the EU Agency for Fundamental Rights has described as a human catastrophe.
Reports of such conditions have prompted many refugees to continue on to Central and Northern Europe. The German government, however, is invoking the Dublin Regulation and sending the refugees back to the countries where conditions are poor.
Calls for Change
Charities and organizations, such as Frankfurt-based Pro Asyl, have developed a joint concept to reform the European asylum system. Attorney Reinhard Marx, one of the authors of the memorandum, explains that the goal is not to eliminate border controls. Refugees would continue to be stopped and registered upon entering Europe, but they would be allowed to choose the EU country in which to ultimately apply for asylum.
Experts believe that this system would reduce the burden on countries like Italy. Many refugees would be attracted to countries in which they could live under relatively decent conditions, such as Germany. It would also eliminate incentives for human trafficking within Europe.
It is clear, European Parliament President Schulz said in his statement last week, that "behind this tragedy lies organized criminality and conflicts in our neighborhood. We must aggressively increase efforts to stop criminals, inside and outside of the EU, exploiting this human misery for profit."
Most refugees today are dependent on traffickers if they aim to reach countries like Germany from the EU's periphery. "The Dublin system is a job-creation scheme for human traffickers," says Marx, the attorney. In the future, he adds, asylum seekers should be able to choose countries in which, for example, some of their compatriots are already living. Countries that accept larger numbers of refugees could also receive support from the EU's Asylum and Migration Fund.

Could this idea appeal to German Interior Minister Hans-Peter Friedrich? Italian Interior Minister Alfano has requested that the refugee problem be placed on the agenda of a meeting of EU interior ministers in Luxembourg on Tuesday. "We will make our voices clearly heard in Europe," says Alfano.The Italian government is also under pressure. In a provisional report for the Parliamentary Assembly of the Council of Europe released on Wednesday, Rome's policy is harshly criticized. Once again, the report reads, Italy is "ill prepared" for the surge of refugees and "irregular migrants may unofficially be encouraged to go up north and cross over the Italian border into other Schengen countries." In this manner, European countries continue to shift the responsibility for refugees to one another.
Meanwhile, for those Somalis and Eritreans who had left the Libyan coast in the direction of Fortress Europe, and who died at 4 a.m. last Thursday, the Mediterranean has become a graveyard of dreams.

Bananas are indigenous to Asia. They did well in Africa, America and Caribbean. They taste differently in all these continents. Meet our Banana Connoisseur as we move through crucial steps of identifying bananas to growing them for food or as income generating activity.

This is the main banana in most of the world. It is starchier than the "desert" bananas like Cavendish and less sweet. Plantains are generally cooked while still green or somewhat green. They are still quite firm when solid yellow and can still be fried in that state. Some recipes call for them ripe, when they will be solid black and finally have softened and sweetened. The flesh tends to be a little orange in color. The average plantain is about 12 inches long and weighs about 9-3/4 ounces.
Plantain Stems [Thor (Bengali)] are eaten particularly in southern India (Tamil Nadu, Assam, Kerala) but also Burma, Thailand and Bali. When the bunch of bananas is harvested, the plant is cut down and layers peeled off to get to the tender central stalk, which looks much like a palm heart. This is chopped and prepared in salads and curries. The outer layers are used for binding string and for weaving mats. These are not available in North America because only certain (mostly wilder) varieties produce edible stems, and they quickly turn ugly brown. Young immature shoots are sometimes cooked and eaten in Ethiopia.
Plantain Roots:   Root corms are sometimes eaten in Ethiopia, though not so much as those of the related Enset. They are soft and starchy just before the flowering stage.

These are much smaller than the more common plantains and rather boxy in shape. The photo specimens were between 6 and 6-1/2 inches long (not counting stem) and weighed about 6-1/4 ounces. A 6-1/4 ounce specimen yielded 3 ounces peeled (48%). In the yellow state shown they were rather firm, starchy and not particularly sweet. This plantain is used widely for sweets and savories. Large South American plantains are now grown in the southern Philippines but have not yet caught on yet because their size makes them awkward for the most common use, and because many people are unaware they become sweet enough for their other uses when solid black.

Plantains are starchier, firmer and less sweet than desert bananas so they are most often cooked rather than eaten raw out of hand. Personally I rather like them just peeled, because I like my fruit snacks a bit less sweet than many do. In southern India the peels are diced small and used in some recipes, but I haven't yet found what kind of recipes.
Buying:   Plantains are so important to so many tropical cuisines they are available even in some supermarkets in any region that has significant ethnic populations. They ripen fairly slowly, so buy them near the condition you need if you can. They are firm enough to slice and fry from solid green to solid yellow but soften as they turn black.
Prep:   They peel just like regular bananas. Slice per the recipe you have chosen.
Cooking:   Because plantains are a staple starch in the tropics worldwide, taking the place potatoes have in more temperate climes, there are many hundreds of ways to cook them. Plantains are most commonly fried in oil until golden brown, then eaten as is or included in recipes. They are often served as a side dish just as potatoes are. They may also be sliced thin and fried crisp like potato chips.

US flagThe United States stands as the world leader when it comes to immigrant populations, USA Today says.  The United States clearly holds a lot of appeal with 45.8 million immigrants living in the country as well as a gross domestic product per capita of $50,000, meaning that the GDP is one of the world’s highest.
The United States, which also has the largest economy in the world, comes in second in terms of the number of exports.  The United States is an appealing country for people to want to live in thanks to quality education and jobs, but the question is how things may change if Congress ultimately succeeds in passing immigration reform.  The country’s population could rise by as much as 10.4 million within a decade.
A population bump of that size would certainly have an impact on the nation’s economy, with estimates showing that that federal direct spending would likely increase by no fewer than $262 billion between next year and 2023, should the bill be passed.  A large amount of that spending would come from healthcare and refundable tax credits that are necessary to support the population.
Over the same period there would also be a spike of $459 billion in federal revenues, money which would go to extra collection of payroll and income taxes that would be paid to a much bigger population.  The bill would also alter how citizenship could be reached by undocumented immigrants, offering three different paths.

Senate Republicans pushing for tougher border security. Senate Republican John Cornyn and Senator Rand Paul have both come up with two new amendments that would require the US Congress to come up with a proposal for a border security plan and ensure that the goals are achieved prior to permitting the undocumented immigrants to apply for legal status in America. Cornyn wants the government to monitor the entire border and prevent at least 90 percent of illegal border crossers.
Debate begins in Senate over immigration reform. The Senators met on 7th June and started preliminary discussions over the Gang of Eight’s immigration reform bill. The Senators are expected to vote on this bill before the Fourth of July recess. This bill passed the Senate Judiciary Committee by a 13-5 vote. Some members of the Congress are supporting the bill’s pathway to citizenship whereas some are focusing on border security.
Immigration reform faces Senate debate. The Senate Democratic leaders are looking forward to pass the immigration reform bill of the Gang of Eight before 4th July. At the same time, President Obama also urged the Congress to pass the bill before he hosts the president of Peru Ollanta Humala, at the White House. President Obama also stated that he is not concerned about the motives of the Republicans.
Cornyn defends RESULTS amendment. Senator John Cornyn stated that border security is more important and that his RESULTS amendment is not a “poison pill”. Senator Coryn’s RESULTS amendment would require the US Department of Homeland Security to achieve complete operational control over the southwest border and implement a biometric exit/entry system that would prevent visa overstays.
Senate opens debate on immigration. Members of the US Senate voted 82-15 on a motion to proceed with the Gang of Eight’s immigration reform bill. This bill would create a path to US citizenship for the immigrants who are currently out of status and around 15 Republicans voted against the motion.
Republicans split over immigration reform. The Republican party is now facing a number of challenges and it is not sure about how to win the support of the Hispanics. Senator Rubio has been urging the members of his party to support immigration reform and is also trying to win the support of the conservatives. Ayotte stated that the country’s immigration system is broken and that the immigration system of the country is not meeting the needs. He added that this is the reason why he is supporting the immigration reform bill.
Leahy to make further same-sex couples amendment attempt. Senator Patrick Leahy has decided to introduce the same-sex couples amendment and amend the immigration reform bill. He stated that it is right to grant the same sex couples equal protection. Nevertheless, the Republicans will not support the bill if the amendment of Leahy is included in the bill.
Ryan believes House will pass immigration bill. Republican Paul Ryan, stated that though there are few Republicans who are against immigration reform, the Republican party might support the Senate bill that includes a path to US citizenship. He also stated that the House will deal with the issue of earned legalization and citizenship.
Tech firms step up immigration reform lobbying. Tech firms are supporting the Senate immigration reform bill and that is because the Senate bill will create new visa programs and make more number of visas available for the high skilled foreign workers. HR executives from companies such as Broadcom, Intel, Adobe, and Motorola Solutions have been meeting and speaking to a number of Republican and Democratic senators and urging them to pass the bill.
Republican anti-immigration talk proves toxic to Latinos. Many Americans are supporting immigration reform and in Texas around 64% of Republican voters support immigration reform and 69% of Republican voters in North Dakota support immigration reform. Nevertheless, there are some voters who are against immigration reform.

Form I-539, Application To Extend/Change Non-immigrant Status, is the USCIS form that must be filed by a non-immigrant who seeks to extend his stay in America. Generally, non-immigrant visas are valid only for a certain period of time and the foreign nationals who hold these temporary non-immigrant visas will have to leave the country prior to the expiration of their authorized stay. You need to specify the immigration status you currently hold and information about your arrival/departure record and about your passport must be provided. You will then be directed to another page where you must select an option that best describes your intent. You must answer few questions and then upload the required supporting documents such as your passport and government issued identification documents, that establish your identity, into the system.

After you complete the form, you must review the completed form and E-sign your petition. ELIS uses Pay.gov, and you can use this to pay the required form filing fee. After you pay the fee and you will receive a printable official confirmation receipt. Deferred Action has Changed the Lives of Undocumented Youth

Deferred ActionThere are around 2 million DREAMers in America and the DREAMers are the young undocumented immigrants who were smuggled into the country or who were brought to the country illegally by their parents. Deferred Action for Childhood Arrivals (DACA) is a program that was introduced by President Obama in 2012 and this program has now turned one. Immigrants who received this status, gathered on Saturday and celebrated the first year anniversary of this program. This program has changed the lives of many undocumented youth who were earlier living in shadows with the fear of deportation. However, out of the 2 million undocumented youth, only 500,000 have so far filed their applications for deferred action status and around 365,237 of them have received deferred action status. Such undocumented youth have now started to contribute to the country’s economy and they also contribute to federal and state taxes, to Social Security and to Medicare.
Carlos Martinez, a deferred action recipient who holds two engineering degrees was earlier working in construction, as he was unable to use his degrees. That was just because he was an undocumented immigrant. Soon after President Obama implemented the deferred action program, he applied for this temporary status and he received deferred action status and an employment authorization document. He will soon start working for IBM and he says that the President’s deferred action program has changed his life. He started preparing and collecting the required supporting documents, even before the forms and guidelines were made available. He is now happy as he has got his dream job in IBM.
Esther Yu-Hsi Lee, a deferred action recipient who works for ThinkProgress, stated that she likes the deferred action program that permits the young people to work and study in America, though it does not provide a pathway to US citizenship. She stated that this program has helped her to work and earn legally. According to her, deferred action recipients contribute to the economy of the country and DACA has helped millions to come out of their shadows. Similarly, this program has benefited many undocumented youth who were brought up and educated in America.
Though this program is helping the young undocumented youth in America, few American states like Nebraska and Arizona are against this program and these states are preventing the deferred action beneficiaries from obtaining driver’s licenses and state benefits. Nevertheless, the Senate is now debating on the comprehensive immigration reform legislation that was introduced by the Gang of Eight. This bill, if signed into law, would permit the DREAMers and the other undocumented immigrants to enter the legalization process.
